Sharingan & Rinnegan

Everyone.. Will abuse Uchiha somehow. This is here to limit Uchiha entirely so that it can't god mod. The following are limitations on all Uchiha ability. Your character may start as either a Genin or Chuunin when picking Sharingan. If Genin they get no tomoe and must figure it out. If Chuunin they can use 1 tomoe provided their history and sample RP is sufficient enough.

There are three main abilities the Sharingan grants. The first is the ability to read movements. The movements vary from basics like reading lips to more complex like tracking quick motions and eventually being able to predict things. They can only track and predict/avoid attacks under two circumstances. Either a.) their body can move fast enough to actually avoid or deflect said attack, or b.) their eyes have to actually SEE the attack coming. That means if the attack is not in the Sharingan's line of vision, it cannot be predicted at all.

The second ability it grants is the ability of great insight. The Sharingan wielder is able to see chakra flow and tell if someone is trapped in a Genjutsu, but not to the same extent as Byakugan. It can also allow the user to see their own chakra flow, to help fend off against weaker Genjutsu. This ability is very minor, but the Sharingan is not able to see through Genjutsu, only know they are in one. This ability also allows the Sharingan to see things for what they truly are, therefore things such as Bunshin or Transformation-esque jutsu are fairly useless against it. Note: Just because a member with the Sharingan can see that they are in a Genjutsu; does not mean they are not affected by it, nor does it mean they can immediately break free from it. If the ninja is incapable of breaking free from the Genjutsu in question, then the Sharingan will not help them whatsoever. Remember, the sharingan only allows one to see their chakra flow, which is linked to Genjutsu, not overcome it.

The third and final ability allows the Sharingan to induce a powerful form of hypnosis which not only enhances their Genjutsu using abilities greatly (If they have it specialized) but also helps them with the prediction of attacks. This hypnosis allows the Sharingan user to track just about any jutsu, but more importantly, is able to copy this jutsu. Of course, if the Sharingan member lacks in skill it cannot perform the jutsu, but usually the Sharingan helps keep their main senses of combat applicable to all jutsu. It also allows the Sharingan member to predict an attack based on simple muscle tension; although this is better explained in the primary ability.

With these three abilities altogether Sharingan becomes extremely overpowered. It can see through anything, copy jutsu, and predict an on-coming attack all without even having to think. Because of this, there will be strict regulations on it. These regulations are dependent on the Tomoe itself.

Limits on Copying
When copying, the user must be fully capable of using the technique. That means if their rank is insufficient, they are entirely unable to copy it unless stated otherwise. Also, if they do not have the element require for said jutsu, it requires twice as much chakra to perform. When copying, you have the option of either copying and using it a single time, or permanently learning it. If the latter, then you must train for the jutsu after the topic is over. If you do not specialize in the jutsu type in question, you cannot copy it. If lacking in element, it also costs twice as many words. Just because you can use that one technique though, does not mean you are able to perform every technique of that element. Therefore if you learn something like Chidori; it does not mean you can now use Gian. Permanent memorization requires its own training topic.

One Tomoe
The primary unlocked form of Sharingan. Requires Stress or difficult circumstance to activate.
Grants very bad copying ability where they can't perfectly copy the jutsu. Sharingan member cannot 'copy' a technique above C rank.
Basic Prediction.
Slight Eye Tracking Increase.
Can notice basic Genjutsu that either effect a large group of people (ie. Temple of Nirvana) or only create a very minor illusion (No higher thank D difficulty.)

Two Tomoe
Requires 1000 word training topic & 4 non-training Topics where Sharingan was activated. Topics must be complete before applying for second tomoe.
Grants decent copying. Able to perfectly copy anything B rank and below, but may have trouble copying higher level jutsu.
Pretty good prediction
High Eye Tracking Increase.
Can notice more advanced Genjutsu, but still not very high in difficulty (C rank difficulty.)

Three Tomoe
Requires 2000 word training topic & 10 non-training topics where two tomoe was activated. Topics must be complete before applying for third tomoe.
Grants exceptional copying ability. Able to copy any ability of equal rank, along with copying of S rank techniques that the user specializes in and can elementally use.
Extraordinary predictive abilities to the point where they can tell where the enemy will move before they even do it.
Incredible eye-tracking speeds. Able to see a flies going at fast speeds without trying.
Can notice some advanced (Up to A rank difficulty) Genjutsu, but does not necessarily mean they can easily break through it. Genjutsu that mentally change what the target sees, ie. total blindness or an artificial world cannot be noticed through this method.
Able to focus in on high-speed movement.

Mangekyou Sharingan
Requires 5000 word training topic, 10 non-training topics where three tomoe is activated, AND the character must kill someone they have a strong bond with, aka best friend. "Best friend" must be another member on this site.
Able to copy any jutsu that's non-bloodline, but not necessarily learn them all.
Can notice advanced Genjutsu, but again, not necessarily break through them. Able to see through A rank Difficulty.
Able to use ONE of the possible Mangekyou only techniques. Some of those techniques being; Amaterasu, Tsukuyomi, Susanoo and Kamui. A second may be learned through training.
User loses vision after 10 topics of using this technique; even if used for one post. Once vision is gone, Sharingan can no longer be used.

Eternal Mangekyou Sharingan
Requires 10,000 word training topic, 8 non-training topics where mangekyou is activated, AND the character must kill someone with Mangekyou Sharingan; provided they are of blood relation (like a brother, sister, father, etc.) Must be directly related, and cannot be cousin or aunt for instance. Member must exist on the site.
No longer loses vision.
Consumes 20 chakra per post.
Able to use ONE of the Mangekyou only techniques. A second may be learned through training.
Able to use Izanagi ONCE in a topic. Second use mentally blinds the user, which means even if an eye transplant occurs, they will remain blind. Requires either 2 weeks in real life cool down after the topic ends, or two topics must be completed before using Izanagi a second time to not receive mental blindness.

Only ONE person may have Rinnegan at any time. No clans may be made for Rinnegan users. If you wish to be a Rinnegan user, consult the site founder so he may discuss the situation with you and limit the usage and god-mod capabilities. The Rinnegan user will be posted in an Announcement with all of his restrictions publicly viewed except for a few, like critical weaknesses; to ensure there are no 'conspiracies' or secrets.
