To have all the countries open at once would cause chaos and an extreme lack of activity. To compensate, there are currently only 3 main countries active, the third being a very broad term for country. The Fire Country, home of Konohagakure, and the Lightning Country, home of Kumogakure are both open at this time, and you may register a character in either one of these countries. The third 'country' is any of the lesser shinobi countries. Your character may start off in any of those countries, but it is HIGHLY advised not to create one from one of those countries, as there are a very large amount of them, and the odds of finding a member of this site in one of those countries is fairly little. The benefit of joining a lesser shinobi country is the fact that, for the sake of RP, at Jounin level you may travel to any other Lesser Shinobi Country as if it were bordering your own (See travel thread). Therefore, saving you a lot of time travelling. Lesser Shinobi Countries do not include the Non-Shinobi Countries. No one may make a character in those countries.
